Community-Driven Policies for Successful and Sustainable Literacy Programs in Toronto and York Region (2006)

This document looks at what the administrators of literacy programs need to do to remain viable in times of diminishing federal funding. The author notes that the literacy field in Toronto is rich in human capital but progress is limited by stagnant funding, poor access to decision makers, staff burnout, and poor compensation.
