PDQ Piloting Project - Research Report (2008)

In 2007, Ontario’s Ministry of Training, Colleges and Universities convened a working group to develop a framework for assessing Learner Skill Attainment (LSA), one of MCTU’s nine draft measures for deciding how effectively agencies are performing.

Community Literacy of Ontario (CLO), a member of the working group, received funding to conduct a field test of one assessment instrument, the "Prose, Document and Quantitative (PDQ) Profile Series" adult literacy test, which determines an individual’s proficiency in performing general literacy tasks. The field test was conducted between December 2007 and May 2008.

In this document, the author explains the methodology used to carry out the field test; presents the responses from both learners and practitioners in graph form, supplemented with comments from participants; and summarizes observations and recommendations arising from the study.
