From Risk to Resilience: Final Report for the Canadian Council on Learning (2009)

In November, 2008, the National Dialogue on Youth Resilience was held in Winnipeg, Manitoba. It was the culmination of a partnership between eight provinces and territories and The Learning Partnership (TLP), a national charitable organization founded in 1993 and dedicated to championing a strong public education system in Canada.

This document outlines the findings and recommendations that emerged from the dialogue. The authors note that if young people are to become healthy, productive members of society, they must be resilient, especially if their difficulties make them vulnerable or at risk.

Among the policy recommendations to emerge from the dialogue were the need to focus on the strengths and assets of young people and their families, rather than on their difficulties and deficits; the importance of ensuring optimal development in the early years, with particular emphasis on the development of strategies and programs to help vulnerable parents nurture their children’s growth; and the recognition of the need for combined efforts by parents and families, schools, communities, researchers, policy-makers, governments, and the youth themselves to foster resilience.

The authors note that while individual genetic makeup plays a major role in early child development, researchers are uncovering new information on the ability of the brain to change throughout a lifetime. Resilient behaviour can therefore be learned at all stages. The most important factor in the promotion of resilience in youth is the presence of a positive relationship with a caring and nurturing adult.
