A Needs Assessment for Workplace Essential Skills in First Nation Communities: An Exploration of the Assets, Needs and Appropriate Approaches for the Bella Bella Community (2011)

This report describes the findings of a workplace essential skills needs assessment at Bella Bella Hospital in British Columbia.

It was initiated by the Canadian Union of Public Employees (CUPE) in collaboration with the United Church Health Services Society, which administers health-care services in three communities in northwest British Columbia. The needs assessment, carried out in 2009-2010, was undertaken by Capilano University in partnership with Heiltsuk College, the post-secondary education institution serving Bella Bella.

The project involved both a review of best practices, and interviews with entry-level staff, including people working as housekeepers, residential care aides, and cooks. Project staff also interviewed hospital management and representatives of community organizations.

The study concludes that while workers and management see the need for workplace skills development, most workers have taken courses at Heiltsuk College and don’t see the need for a traditional literacy program. Also, the authors note that First Nation learners are most likely to be successful if culture-based approaches are adopted.

The study recommends testing a community-centred approach to workplace essential skills for Aboriginal communities; bringing potential community partners together to plan a collaborative model; developing program modules in collaboration with First Nation educators and adopting culture-based approaches where appropriate; designing programs that incorporate the skills needs of more than one employer and are delivered collaboratively; and, where possible, using existing community assets, including a computer lab, classroom space, and instructors.
