An Organizational Needs Assessment Partnership Model: Government of Nova Scotia & Nova Products Ltd. (2011)

Case study

This document describes how a Nova Scotia company partnered with the province’s Department of Labour and Workforce Development to identify and address emerging Essential Skills training needs caused by growth, labour market forces, and new technology.

Nova Products is a pseudonym for a privately owned manufacturing company headquartered in Halifax. Its partnership with the government provided guidance and needs assessment expertise that the company did not have.

The partnership initiated a two-part process of gathering information. The first stage involved a tour of Nova Products facilities to familiarize all stakeholders with the physical plant and processes, as well as the job environment, basic skills used on the job, terminology, communications processes, and workplace organization.

In the second stage, six focus groups were held to explore the organization’s future learning needs. Specifically, the goal was to acquire data on issues such as employability skills needed by employees to perform their jobs; current training practices and workplace policies; and perceived learning needs.

There was consensus among focus group participants that the most important and commonly used skills were oral communication, working with others, thinking skills, and computer use.

The needs assessment process also suggested that programs should be delivered onsite; customized programs on communications and working with others should be developed; instructors hired for the programs should have a background in adult education and understand the principles of adult learning; and all team members should have input into program content.
