Supporting Apprenticeship Completions: A Model of Service Provision – Final Report (2013)

This is the final report of a project designed to develop ways to help apprentices living in remote locations in Northern Ontario to complete the work required to receive their trade credentials.

There is a growing gap between the number of people who register for apprenticeships and the number of people who complete them, the author says. At the same time, the need to build a skilled workforce in Northern Ontario has never been greater as older workers retire, and economic activity increases in the area.

The project’s underlying theme was to determine how Literacy and Basic Skills (LBS) programs can leverage the Employment Ontario (EO) network to support apprentices who need to pass the Certificate of Qualification or complete Grade 12 or its equivalent to improve their employability.

The project proposes a model of integrated LBS service provision, using both online and face-to-face training, as well as tutoring, mentoring, and coaching. As well, the model will reflect an understanding of the principles of adult learning.

Additionally, the project leaders propose to work with the apprenticeship office of the Ministry of Training, Colleges and Universities (MTCU) to link with First Nation communities offering apprenticeship programs.

Funded by the MTCU, the project was carried out between June 2012 and March 2013. The lead organization for the project is the Mid North Network, located in Sudbury.

The project also produced a consultation report that provides background information and details about research methodology.
