West Fraser Mills: Rapidly Swinging Into Action To Produce Results – Case study (2011)

In October 2009, West Fraser Mills announced the closure of the Eurocan pulp and paper mill, which had been operating for 40 years in Kitimat, British Columbia. The closure meant the loss of more than 500 jobs.

Municipal leaders, the Rural BC Secretariat, and many community partners worked together with the company and two locals of the Communications, Energy and Paperworkers (CEP) union to develop a worker transition strategy.

The company assigned an employee to coordinate assistance and to explore education upgrading, while the union met with all workers at the mill, in groups and one on one, to present a package outlining services available and retraining options. The transition team held sessions on financial and pension planning, and organized a job fair that brought in oil companies and other firms from outside the area.

Once the mill closed in February 2010, an outside transition office was set up and remained open until September of that year. Former mill employees went to the office to apply for employment insurance benefits, take financial courses, work on their resumés, and meet with fellow workers.

As of May 2010, the Eurocan Transition Office had helped 110 workers find new fulltime jobs and helped another 80 workers enrol in educational programs. Many workers decided to complete their high school diplomas, and many of those with trades qualifications found jobs with large firms like Canadian National or companies working in the oil sands sector.

As of March 2011, about 150 of the Eurocan employees were still looking for fulltime employment or retraining, according to CEP officials.
