Building and Sustaining a Culture of Innovation/Entrepreneurialism in Canada for Competitiveness and Growth: A discussion paper prepared for participants in the April 9–10 roundtable (2001)

This is a background paper for a roundtable meeting hosted by The Conference Board of Canada in Toronto, Ontario, in 2001, to look the need to build and sustain a culture of innovation and entrepreneurialism in order to compete in a knowledge-based economy.

The paper presents an overview of the recommendations contained in the Report of the Expert Panel on Skills, presented to the Prime Minister’s Advisory Council on Science and Technology in January 2001. The report was commissioned by the council to obtain advice on present and future skills issues related to meeting the challenges of the knowledge economy, and preserving Canada’s quality of life in a competitive global environment.

The report was produced in consultation with a broad spectrum of stakeholders, including federal, provincial and First Nations governments; business and labour organizations; educators and trainers; and individual Canadians.

It calls for massive support for infrastructure to help Canada’s innovative capacity grow; to nurture a culture of innovation; and to establish a new agency that would target and deliver the skills needed for Canada to prosper in the knowledge-based global economy.
