Building Essential Skills in the Workplace: Shaping Performance at BHP Billiton Diamonds Inc. (2005)

The Workplace Learning Program (WLP) at BHP Billiton Diamonds’ remote Ekati mine site in the Northwest Territories helps to meet corporate production and safety needs, as well as the learning goals of individual workers.

The Workplace Learning Program began in 1999 with an assessment of key jobs using Human Resources and Skills Development Canada’s (HRSDC’s) Essential Skills (ES) job-profiling methodology. This involves identifying tasks typically performed by workers in different roles and collecting examples of documents used in the workplace. Once tasks and documents have been identified and collected, the skill requirements of different jobs can be specified.

The next step is testing the current skill levels of employees and new recruits to find gaps in skills. BHP Billiton adult educators crafted a four-point scale for rating ES levels based on the needs of the workforce at Ekati, with a skill level of one being the easiest and four being the most difficult.

The WLP develops skills through many learning delivery methods and activities. After an assessment of an individual’s workplace literacy skills, a customized curriculum targeted at developing specific skills is designed for that worker. The curriculum includes authentic work documents and resource materials.

The company began its ES training by putting on regular classes and structured programs.

The WLP is a resource for all workers who wish to upgrade their skills, including BHP Billiton employees and contractors. Workers who benefit from the program range from non-readers and non-writers to those wanting to complete high school, enter a trade or successfully complete their trades training.
