The Survey of Adult Skills – Reader's Companion (2013)

The Programme for the International Assessment of Adult Competencies (PIAAC) is an OECD initiative offering internationally comparable measures of literacy, numeracy, and problem solving in technology-rich environments (PS-TRE). This companion volume to the first OECD Skills Outlook offers an overview of the objectives and methodology of the Survey of Adult Skills, a product of the PIAAC.

The authors’ primary objective is to help readers to understand and interpret the results from the survey. They explain in a non-technical way the methodologies behind the design of the PIAAC and operational aspects of the survey, such as sampling, data collection, and response rates, and how results are reported.

The report looks at what is measured by the Survey of Adult Skills; how the survey was designed and implemented; how the results from the survey are reported; and how the survey is related to previous adult skills surveys, to the OECD Programme for International Student Assessment (PISA), and to work on measuring key competencies and human capital.
