International Adult Literacy Assessments: A Centre for Literacy Research Scan for Summer Institute 2013 (2013)

This background paper was prepared for the Centre for Literacy’s Summer Institute 2013, held in Montreal, Quebec, in June of that year.

At that time, participants were anticipating the release in October of the results from the Programme for the International Assessment of Adult Competencies (PIAAC), an Organisation for Economic Cooperation and Development (OECD) initiative offering internationally comparable measures of literacy, numeracy, and problem solving in technology-rich environments (PS-TRE). PIAAC, along with the International Adult Literacy Survey (IALS) and the Adult Literacy and Life Skills (ALL) Survey, were the focus of the institute.

The author looks at publications about these international adult literacy surveys, as well as related research. Most of these publications are available online, and links have been provided.

The resources are organized by theme, including sections on PIAAC, the ALL Survey, and the IALS. Other themes are policy issues related to international adult literacy surveys, with specific reference to aging and health; related national surveys; and critiques and debates.

The Centre for Literacy supports best practices and informed policy development in Literacy and Essential Skills.
