Speaking for Excellence: Language Competencies for Effective Teaching Practice (2013)

This report is part of a long-term project aimed at developing tools to assess the language competencies of internationally educated applicants for teacher certification in Canada.

The authors carried out a literature review to determine the language competencies that are important for elementary and secondary teachers in English and French first-language schools. That review showed that teachers require a broad and diverse set of language competencies to be successful in their professional practice, which involves playing many different roles within and outside of the classroom.

Using the literature review and the Canadian Language Benchmarks (CLB) as their base, the authors went on to develop a language competencies framework. It is a set of statements describing linguistic abilities, in either English or French, in speaking, listening, reading, and writing. Proficiency is measured on a three-level scale.

The framework describes competencies for each language skill, and specifies a set of performance outcomes for instructing and assessing; managing the classroom and student behaviour; and communicating with parents and other professionals.

For example, the first competency in the writing section involved writing coherent formal and informal texts that combine complex information and ideas from multiple sources. The performance outcomes for that competency might include writing lesson plans and course outlines; preparing summaries of classroom expectations and goals; and writing letters or reports to parents or to other professionals, using technical or non-technical language.
