An Analysis of Selected Essential Skills Initiatives Across Canada – Final report

This report was prepared by the Canadian Apprenticeship Forum, a not-for-profit organization that promotes and supports the apprenticeship training and education systems in Canada.

Research completed for this project suggests that there is a strong connection between an Essential Skills (ES) strategy and greater success in apprenticeship training, and in the workplace.

The report summarizes 47 ES and apprenticeship training initiatives carried out across Canada. As well, the authors provide case studies of seven initiatives, including the ES strategy adopted by the Government of Manitoba’s apprenticeship branch; the Opaskwayak Cree Nation’s upgrading project; the ES programs developed by the British Columbia Construction Industry Skills Improvement Council (SkillPlan); and a research project carried out by the Canadian Automotive Repair and Service Council (CARS) to prepare ES profiles for seven key automotive industry occupations.

The authors also provide a series of recommendations, including ensuring there is a mechanism that quantifies the links between Essential Skills, apprenticeship initiatives, and higher rates of completed apprenticeships; creating assessment tools to evaluate apprentice candidates’ attitudes, aptitudes, and general suitability for specific trades; ensuring that ES levels required during training match the levels required on the job; examining ways to ensure apprentices and potential apprentices acquire the appropriate skills for their chosen trade; and creating opportunities to partner with stakeholders to raise ES awareness.
