The purpose of this paper is to provide background information and a general framework that can help in addressing important questions with regard to the US work force: What does it mean to possess the skills and knowledge to compete in a modern world-economy? Where is the US with regard to achieving this goal? What kind of services need to be made available in order to make progress over the next several years?
