What Policies and Resources are Necessary to End Welfare as We Know It and Meet the Human Capital Development Needs of Those Who Have Been Dependant on Welfare? (1994)

This summary paper was developed to stimulate discussion among participants at a policy forum on Achieving the National Education Goal on Adult Literacy, held in Washington DC in June of 1994. It contains a series of questions, grouped under the following five categories:

A. What should the goals of adult literacy and basic skills programs for welfare recipients be?

B. What performance standards should be developed for the literacy and basic skills components of welfare-to-work programs?

C. What do we know about successful strategies for welfare-to-work programs?

D. Targeting and Resources

E. What are the policy and legislative implications of these recommendations?
