This is the fifth annual survey of labour force, training and adjustment issues carried out by the Toronto Training Board (TTB), a not-for-profit organization governed by a board of directors representing business, labour, education and training, persons with disabilities, women, immigrants and visible minorities, and youth.

The author examines changes in supply and demand for Toronto’s labour force and explores a number of adjustment and service issues.

Based on these observations, the author concludes that in order to meet the demand for skilled labour and to address the shortages in key occupations, Toronto needs a collaborative and well-coordinated training and adjustment system in which information about programs and supports is shared, and the needs of those who are in transition from school to work, unemployment to employment, career to career or nation to nation are met.
