Assessment

The aim of this project was to compile what has been learned about building accountability systems in adult literacy in British Columbia, Ontario and Scotland. The findings are presented in three sections: dealing with systemic issues, how accountability mechanisms should be designed, and working with data. Wherever possible the findings reflect all three jurisdictions and focus on common concerns.

The results from a round of TOWES at a Winnipeg aerospace company in 2007 spoke loudly and clearly. Essential Skills refresher training works. After just six months of Essential Skills training, one group's pass rate on the test was 55 per cent higher than those without the refresher, while the second group's pass rate was 100 per cent higher.

This study examines dual credits and the extent to which they ease the transition to post-secondary for adult learners in Manitoba. The study focuses specifically on the dual credit enrolment of adult learners in a Manitoba adult learning centre.

The data that were gathered in an international 2007 study led by OECD on the recognition of non-formal and informal learning suggested that the PLAR activity level in Canadian post-secondary institutions might be higher than previously thought, and that Canada’s performance may compare favourably with the efforts of other countries, particularly in terms of the number of assessments conducted.

This book is intended for those who work in adult literacy programs and are engaged in the on-going process of making connections between literacy, learning and work. It contains some research-based discussion, curriculum ideas, a few ready-to-use tools, interviews with instructors, and student photo stories.

The Workplace Education Manitoba Steering Committee (WEMSC) funded a project to develop and pilot an entry-level curriculum for essential skills and employability skills for heavy equipment operators (HEOs) and skilled labourers. This passport validates that the owner has been recognized as having the entry-level skills required of a Heavy Equipment Operator under a certified training and assessment program.

This report was commissioned and funded by the British Columbia Ministry of Advanced Education. It is Phase I of a three-phased initiative for the BC Ministry of Advanced Education to develop benchmarks or measurement standards for community-based literacy programs in that province. Phase I recommends a province-wide system for monitoring and assessing the progress of adults in community-based literacy programs.

This resource is a literature review that looks at the segment of the immigrant population who are not literate in their native language and who may require some combination of ESL and literacy education or “ESL literacy” education. The literature reviewed includes discussions on definitions of literacy and who is an ESL literacy learner.
