Closing the Skills Gap: Mapping a Path for Small Business - Report of the Symposium on Skills and Small Business held on November 14, 2012 in Toronto (2013)

This discussion paper focuses on the mismatch between employment skills and labour supply in Canada, with both labour surpluses and labour shortages evident, depending upon the sector.

The author points out that on the one hand, jobs go unfilled for long stretches because of the lack of qualified applicants. But for a number of occupations, employment opportunities are becoming scarcer.

Measuring Productivity in the Service Sector (2009)

In this study, the authors examine the literature about the difficulties of measuring productivity in the service sector in general, and in the tourism /hospitality industry in particular.

There are many reasons offered to explain the low productivity and productivity growth slowdown in the service sector, the authors note. The unsatisfactory definition of service productivity and measurement errors are mostly to blame.
