Among 12 countries that participated in the International Adult Literacy Survey (IALS), Sweden had the lowest incidence of low literacy skills, while Canada ranked around the middle with a low literacy rate double that of Sweden.

Inequalities in Literacy Skills among Youth in Canada and the United States (1999)

This report suggests that youth in North America do not fare as well in their literacy skills as their European counterparts. The findings were based on data from the International Adult Literacy Survey (IALS) which was conducted in seven countries in 1994, and later extended to include 24 countries.
